The Compensation department offers services that include the design, implementation, and revisions of the University’s compensation programs, salary structures, job analysis, position management, and compensation guidelines. Our goal is to be a strategic partner by providing assistance with compensation solutions, compensation policy and procedure interpretations, job classifications, and the performance review cycle. 

Personnel Review Cycle (PRC)

Personnel Review Cycle (PRC) – Personnel Review Cycle (PRC) is a preliminary submission cycle for all regular staff employee job changes, salary adjustments, and new position requests for Fiscal Year 2025. The PRC is an annual planning activity, allowing department leaders to holistically review regular staff positions and staffing needs and submit personnel requests to address departmental needs. Submissions for personnel requests will be reviewed by leadership, finance, and subject matter experts for consideration before routing to HR Compensation for evaluation and authorization to proceed with their request. After Compensation’s evaluation, initiators will be notified of the final determination of their request and authorization to proceed to the next step.  

Authorization Notice – Beginning in May, departments receiving authorization to proceed with their personnel requests will submit a Preauthorization (Pre-Auth 1) for final approval by HR Compensation.. All approved changes will require the submission of a Pre-Auth 2 with an effective on or after September 1, 2024.  To avoid delays in process, please review the Compensation Guidelines by Transaction Type Guide before submitting, this will ensure you submit all the required documents.

Rejection Notice – If a department is not authorized to proceed with their personnel request, they may resubmit their request for reconsideration through the exception process. The exception process requires prior approval for reconsideration from President Harroz, the appropriate Senior Vice President (Sr. VP and Provost Wright, Sr. VP and Provost Raskob, or Sr. VP and CFO Brockwell), or their designee. If you would like to discuss the department's situation before requesting reconsideration, contact HR Compensation at hrcompensation@ou.edu.

The PRC Submission Application

  • The PRC Submission App will have two appointed designees that are allowed to enter or edit personnel data on the app until March 31. After March 31, they will only have view access to monitor the determination status for their submitted transactions.
  • The application may be accessed here: https://apps.hr.ou.edu/PRC/.

PRC Eligibility

  • Benefits-Eligible Staff Employees only.
  • Benefits-Eligible Staff Employees hired before July 1, 2023.

Exclusions (would not be a part of the PRC process)

  • Staff with any pay increase on or after July 1, 2023 (this does not include increases as a result of the July 1, 2023 merit program).
  • Hired on or after July 1, 2023.
  • Positions funded 100% by grants or contracts.
  • Faculty, Academic Appointments, Peak, Temporary, Occasional, Athletics Department Positions, and Students.

Deadlines

The app will be open from January 1 – March 31.

Meet the Team

The Human Resource Compensation team manages the University’s pay programs for all staff positions.  The team consists of a compensation director, manager, and analysts.
