POSITION SUMMARY

The University of Oklahoma seeks to fill the role of Senior Vice President and Chief Financial Officer (CFO) to oversee all areas of Administration and Finance for the comprehensive university system, which consists of three campuses.

Norman

The central campus and the offices of administration of the University of Oklahoma are located on some 3,500 acres in Norman, a city of more than 100,000 residents. OU’s undergraduate population is slightly more than 20,000, giving students a major university experience in a private college atmosphere. Norman is located near the center of the state, 20 miles south of Oklahoma City, the state capital.

The colleges housed on the Norman campus are University College, the Christopher C. Gibbs College of Architecture, the College of Arts and Sciences, the College of Atmospheric and Geographic Sciences, the Michael F. Price College of Business, the Mewbourne College of Earth and Energy, the Jeannine Rainbolt College of Education, the Gallogly College of Engineering, the Weitzenhoffer Family College of Fine Arts, the Graduate College, the Joe C. and Carole Kerr McClendon Honors College, the David L. Boren College of International Studies, the Gaylord College of Journalism and Mass Communication, the College of Law, and the College of Professional and Continuing Studies. The Norman campus is also home to the College of Continuing Education, which directs outreach programs throughout the state.

Oklahoma City

The OU Health Sciences Center (OUHSC), located in the heart of Oklahoma City, is home to internationally prominent faculty, state-of-the-art facilities and new technology, which combine to make The University of Oklahoma Health Sciences Center a leader in education, research and patient care. It is one of only three comprehensive academic health centers in the nation with seven health profession colleges, NCI Cancer Center designation, and both an adult and pediatric Level One Trauma Center. OUHSC serves approximately 4,000 students in more than 70 undergraduate and graduate degree programs. Students and residents receive clinical training at on-site institutions, including the OU Health Center, Oklahoma Children’s Hospital at OU Health, and Veterans Affairs Medical Center. In addition, affiliate training programs are maintained at hospitals and clinics throughout the state.

Tulsa

The OU-Tulsa Schusterman Center is located in the heart of mid-town Tulsa at 41st and Yale. The vision of OU-Tulsa is to build a nationally-recognized center of higher education excellence in select areas that emphasize strong campus community partnerships and leverage unique opportunities and needs in the Tulsa region. 


About the Position

The CFO reports directly to the President of the University of Oklahoma, and, in partnership with the President, is responsible for ensuring the Board of Regents is regularly briefed and informed on the university’s financial state. The CFO is accountable for the administration of all financial operations of the university, including the development of a financial and operational strategy with metrics tied to that strategy; and the ongoing development and monitoring of control systems designed to preserve university assets, report accurate financial results, monitor adherence to the budget, and develop long-term financial and operational strategies. This position shall assist the President in the active financial and administrative management of the university and shall perform such specific duties as from time-to-time may be prescribed by the President, the Board, or by any standing or special committee of the Board. The CFO’s portfolio will also include university-wide oversight of Information Technology, Human Resources, Operations, Enterprise Risk Management, and Bursar and Student Financial Services. The CFO also works closely with OU Foundation leadership and OU Athletics financial management.

DUTIES AND RESPONSIBILITIES

The Chief Financial Officer will develop and implement a financial plan for the university congruent with OU’s strategic plans – each campus has a distinct strategic plan. System responsibilities include budgeting and expense control; accounting and reporting for all operations; development of financial strategies by forecasting capital, facilities, and staff requirements; monitoring financial performance through results analysis and implementation of corrective actions; reporting of financial status through development of forecasts, reporting results, and analysis of variances; identification and management of business risks; approval of agreements related to financial obligations and commitments; and continual evaluation for improvements to ensure integrity of financial information. The Chief Financial Officer shall be a skilled leader who effectively delegates to expand employee capabilities to enhance productivity. 


REQUIRED QUALIFICATIONS

Education

A seasoned financial manager with a minimum of a bachelor’s degree in accounting or a related field, such as finance. There is a preference for the applicant who holds a current CPA license and/or an advanced degree.

Experience

A minimum of 15 to 20 years of financial and administrative experience is required, with a leadership role in a large, complex, multi-location and matrixed organization. Experience in higher education is preferred, but not required.

  • Experience establishing metrics including analysis of leading and lagging indicators 
  • Ability and willingness to delegate effectively and to hold direct reports accountable

The CFO will have a demonstrated history of behavior that demonstrates unquestioned integrity, emotional maturity, common sense, excellent judgment, political savviness, diplomacy, tact, adaptability, and discretion. The incumbent will have a strong commitment to the university’s purpose and the campus-specific strategic plans.
